Mission Statement

"The continuing mission of the Coalition of Agencies Serving the Elderly is to ensure the well-being of San Francisco’s seniors by supporting service providers and organizations, and by providing a vehicle for inclusive, diverse and collaborative advocacy, program and service expansion, leadership development, networking, information-sharing and community outreach."


The core membership of CASE shall be nonprofit service providers, and the central focus shall be budget advocacy for the city’s senior service system. Associate members from agencies, government, private providers and individuals expand the breadth and scope of CASE.
While focusing on services to seniors, CASE will work to expand community support for younger disabled adults, and will collaborate with CADA to develop an integrated community-based service system.

CASE is the recognized focal point for leadership, information and expertise on public policy and issues affecting older adults.
CASE is the public voice for seniors and service providers, and an advisor and resource for San Francisco government Commissions and Departments including Aging & Adult Services, Human Services, and Public Health, to assure that the elder perspective is considered in all aspects of public decision-making.

  • The Coalition of Agencies Serving the Elderly opposes any reductions to the Dept. of Aging & Adult Services budget, and CASE and its member agencies will fight to retain and expand services for seniors and disabled adults across the board.
  • CASE will lead advocacy efforts to protect and increase funding for community-based senior and disabled adult services in the San Francisco city budget, and collaborate with Senior Action Network, Human Services Network and other organizations to educate decision-makers, organize our members and consumers, and define the impact of budget cuts on the elderly and disabled San Franciscans we serve.
  • CASE will stay informed and communicate with our members about state and federal issues that affect the seniors we serve.
  • At the invitation of the Mayor, CASE will continue to monitor the transition of the Department of Aging & Adult Services into the Human Services Agency, and meet with agency leadership to address any concerns that affect community-based services.
  • CASE will continue to provide regular reports and recommendations to the Commission on Aging & Adult Services and the Office on the Aging, and work with the Department to implement the recommendations of the Nonprofit Contracting Task Force to streamline and standardize the city’s contracting process with nonprofit service providers.
  • CASE will emphasize the cost-effectiveness of our community-based services, which extend the effect of government support with matching private funds, in-kind goods and services.

Information-Sharing

CASE is the principal regional vehicle for members to offer and receive peer support, exchange information of common interest, and network with one another. CASE fosters communication among the key sectors (government, private nonprofit, private for-profit service providers) whose resources must be integrated in order to respond effectively to the needs of older adults in the most appropriate settings.
CASE participated in the development of San Francisco’s Living with Dignity Strategic Plan, and CASE agencies are active members of San Francisco’s Partnership for Community-Based Care and Support and the Long-Term Care Coordinating Council, working to achieve the goals of the Living with Dignity Plan to improve coordination and access to services, secure financial and political resources, expand system capacity, and improve service quality.

  • CASE will improve communication among members through presentations and discussions at meetings, sharing information about government policies and plans that affect he seniors we serve, and more efficient use of e-mail.
  • CASE’s website will inform the general community about the senior services we represent, and issues that affect our system of home and community-based care.

CASE is a vehicle for developing collaborative programs, and bringing new resources (funding, services, expertise) into the senior service community.
CASE is a focal point for developing and testing new and innovative programs and policies that will provide for more efficient and effective services for older adults.

  • General membership meetings shall include time to discuss new services and program development issues, and encourage sharing of resources and expertise.
  • CASE will encourage new service development based on member agencies’ experience and knowledge of senior needs.
  • CASE will reach out to agencies targeting minority seniors, and those that serve both seniors and younger disabled adults.
  • CASE will sponsor events to honor exemplary service providers, and educate the Mayor and Supervisors about who we are and what we do.
